Background
The World Bank, the United Nations Population Fund (UNFPA) and the West African Health Organization (WAHO) support seven Sahel countries (Benin, Burkina Faso, Côte d'Ivoire, Mali, Mauritania, Niger and Chad) in the implementation of the Sahel Women's Empowerment and Demographic Dividend project (SWEDD).

The overall goal of the SWEDD project is to improve the empowerment of women and adolescent girls, and to enhance their access to quality maternal and child health and family planning services. It also works towards reducing gender inequality in the Sahel region. The SWEDD project is structured around three primary components:

* Generate demand for reproductive, maternal, neonatal and child health, and nutrition (RMNCHN) services by promoting social and behavioral change and the empowerment of women and adolescent girls;
* Reinforce the regional provision of RMNCHN commodities as well as the training and deployment of qualified health workers; and
* Reinforce advocacy and high-level dialogue and strengthen capacities for policy development and the project’s implementation.

Since its official launch on November 2, 2015, the SWEDD project has grown rapidly and has achieved remarkable progress in just a few years. These promising results were the basis for the extension of the project in six countries, in part because of the additional positive impact of the interventions on peace and security. However, the program extension still requires greater investments. Countries must therefore strengthen and scale-up partnerships both at the national and international levels. Building on this, the States and international community have also expressed an interest and willingness to extend the SWEDD project the 11 countries of the Sahel and beyond.

In response to the increasing needs highlighted by countries and their respective Heads of State, the Regional Steering Committee, UNFPA and the World Bank will convene a roundtable on resource mobilization, on the sidelines of the African Union Summit in Niamey, Niger on 6 July 2019.

To ensure the success of this process, a series of roadshows conducted in member states was launched in May to meet with potential donors and secure financial, material and technical resources ahead of the roundtable, in order to scale-up the SWEDD project.

In addition, on 19 May 2019, during the high-level visit led by Minister Mariatou Koné, Chair of the Regional Steering Committee, Niger President Mahamadou Issoufou was briefed on the importance of this activity and expressed his strong support for its implementation. ACT (Africa Consulting and Trading), a Pan-African consulting firm and GBCHealth (Global Business Coalition for Health) are also supporting this process.

Resource mobilization strategy for the SWEDD project

1. Goal
The strategy is intended to encourage the private sector and bilateral and multilateral partners to support and fund women empowerment initiatives. More specifically, this involves:
* Identifying mechanisms to better leverage investments to address women's empowerment and demographic dividend;
* Identifying technical and financial partners' interests in co-funding activities;
* Encouraging technical partners' pledges for financial or material contributions;
* Confirming with partners their pledges for technical and material assistance;
* Supporting partners' commitment to a road map for implementation of program investments.
2. Expected outcomes
* Mechanisms are identified and developed to better aggregate and leverage investments around issues of women's empowerment and demographic dividend.
* Donors and financial partners express interest in co-funding activities.
* Technical, financial and other partners pledge funding and other contributions
* Pledges for technical and material assistance are confirmed.
* Partners' commit to a road map for the implementation of the project expansion through 2023.

3. Methodology and formats
Mobilizing resources for the SWEDD project relies on a two-pronged approach, which are to consolidate funding from the World Bank, the only financial donor for this project so far and, to diversify funding sources by pursuing new donors.
During this regional roundtable, impacts and results from the first phase of the SWEDD project will be highlighted, along with the programme technical, material and funding needs for the second phase to accelerate and scale-up progress and achievements.

4. Organizing and planning for a regional roundtable on resource mobilization
* Scientific content development:
* Identify the program and investment needs for the project extension;
* Develop a business case for the national and regional levels;
* Create a dashboard to strategically monitor commitments.
* Communication and logistics management
* Promote the regional roundtable on resource mobilization
* Coordinate press outreach and management
* Develop communication kits and materials;
* Logistics management (traveling, accommodation, transportation);
* Preparation of the event.
5. Mapping of potential donors
The goal of the roundtable is to engage potential donors, including technical and financial partners, as well as the private sector, NGOs and foundations. This will allow all sectors and partners to help scale-up the project by through financial resources, material resources and/or technical assistance.
