EXECUTIVE SUMMARY
In 2020, the regional platform of lawyers from the countries covered by the “Women's Empowerment and Demographic Dividend in the Sahel” (SWEDD) Project was created with the aim of supporting the legal reforms necessary for the proper implementation of the themes covered. by the Project.
Country Legal Teams (EJP) were also created in the nine (9) SWEDD countries. Compositeseminent jurists, lawyers, magistrates, teachers, parliamentarians and trained jurists, these teams have the mission of proposing legal reforms in order to strengthen national legislation, consolidate the judicial capacities of actors and promote justice. knowledge and application of existing legislation on subjects related to the SWEDD project, notably the schooling of young girls, the economic empowerment of young girls and women, the fight against gender-based violence and other harmful practices .
As soon as they were created, the EJPs began to function by producing the first versions of action plans. After this country planning, the Regional Technical Secretariat of the SWEDD project (STR-SWEDD) as technical coordination of the project, with a view to harmonizing the interventions of the EJPs at the regional level, requested the expertise of the CEFA-PSD to support the nine (9) EJPs to finalize action plans according to the strategic axes conducive to achieving the expected results. CEFA-PSD support began in the countries in December 2021 with a situational analysis of the legal context specific to each country, making it possible to guide and justify the activities proposed in the various action plans.
This technical support from CEFA-PSD made it possible to finalize the action plans on programmatic and budgetary aspects in the second quarter of 2022. Furthermore, the Center continued to work and monitor the implementation of activities in the countries.
At the end of the support missions in the countries, one of the recommendations addressed to the STR and formulated on the basis of country suggestions was to organize a regional meeting of the regional platform of lawyers from the countries covered by the SWEDD Project.
This exhortation, being in line with the perspectives defined by the World Bank expert, also found a favorable response from the STR.
This regional workshop for sharing experiences between members of the project's legal platform took place in Dakar, Senegal from February 21 to 24, 2023.
At the end of this meeting, we can note the following results:
* the assessment of EJP activities by country is carried out and known to all stakeholders;
* promising practices for developing data collections legal texts as well as their disseminations are identified;
* the legal frameworks of SWEDD countries relating to the empowerment of women are known;
* the capacities of EJP members are strengthened on African mechanisms for prevention and protection of human rights;
* recommendations and next steps are available for accelerating interventions.

1. CONTEXT OF THE WORKSHOP
The regional workshop of the platform of lawyers from SWEDD countries is a logical continuation of the regional meeting on legal frameworks relating to the empowerment of women and girls which was held in February 2019 in Nouakchott in Mauritania. This meeting in Nouakchott established the creation of a Regional Legal Platform as well as Country Legal Teams in each of the nine (9) SWEDD countries.
The main mission of the Country Legal Teams (EJP) established is to contribute to the implementation of interventions with the mandate of strengthening the legal component of the SWEDD Project in terms of the promotion and protection of women's rights to health, education, has economic empowerment and facilitate the creation and execution of national action plans.
After the establishment of the EJPs, the World Bank, through its legal expert, defined the contours as well as the perspectives of this legal platform in the context of the SWEDD project in all countries.
From this conceptualization, a need for harmonization and coordination of EJP interventions was identified. This is how UNFPA, which provides the Regional Technical Secretariat for the Project, requested the Center for African Family Studies in Population, Health and Sustainable Development (CEFA-PSD) for technical support for the benefit of these EJPs . The objective is to locally support each Legal Team to include the proposed interventions in a global and harmonized framework that can meet the objectives of the Project.
CEFA-PSD began this EJP monitoring process in December 2021 with an analysis of the legal framework relating to the empowerment of girls and women in each country. At the end of this diagnosis, country narratives taking into account the context of each country were developed to support the proposals for interventions envisaged by the Legal Teams. National document validation workshops were subsequently organized in 2022 in each country to finalize the action plans both programmatically and budgetarily. This technical assistance not only made it possible to finalize the action plans but it also benefited the EJPs to establish a structured framework allowing good animation within the group.
In consideration of these results obtained and especially after two years of health crisis (Covid19) not allowing physical groupings, it was important to initiate a framework of exchanges bringing together the Legal Teams as well as all the actors concerned to confront their ideas but also to take stock of the implementation of the activities planned in the action plans.
Another justification which militated for the organization of this meeting was to broaden the reflection to sub-regional and regional organizations with a view to better alignment with existing legislation and conventions at the sub-regional and continental levels..
The regional workshop was led by the World Bank, UNFPA and CEFA-PSD.
2. GOALS
The objective of this workshop was to bring together all the Country Legal Teams and Pan-African Institutions in order to:
* take stock of the activities implemented;
* stimulate exchanges and sharing of experiences between members of the platform;
* finalize the integration of Pan-African Institutions.

3. PROGRESS OF WORK
3.1- Preparation phase
A Technical Preparatory Committee composed of the World Bank, STR/SWEDD and CEFA-PSD was set up in November 2022. Based on the various discussions, the Technical Committee finalized the agenda as well as the different articulations of the presentations to do during the workshop.
The CEFA-PSD worked upstream with the countries in preparing their contributions to the workshop (experiences to share, composition and indication on the formalization of the legal team and country report).
Regional and continental organizations were directed to prepare presentations on their initiatives to improve the exercise of rights in health, education, economic empowerment and women's entrepreneurship.
3.2- Execution phase

* Mr. Mouhamed Ndiaye, Chief of Staff of the Minister of Women, Family and Child Protection, representing his Minister, thanked the country delegations for traveling to Dakar. For him, the creation of this platform is an ingenious initiative which should not be exclusively reserved for legal actors but for the entire ecosystem. He therefore hopes that jurists will model the most appropriate reforms to incorporate all the socio-economic dimensions of SWEDD. He finally invited legal technicians to think holistically in order to propose reforms based on African values to consolidate the achievements made within the framework of the implementation of public policies.

4. Fourth highlight
This plenary session on the diagnosis of legal frameworks and the identification of challenges relating to the empowerment of women is a presentation made by Mr. Doumdé Didier, Program Manager in Monitoring and Evaluation at CEFA-PSD. This communication is a summary of the results of the analysis of the legal context relating to the empowerment of women carried out in the countries by the CEFA-PSD. The efforts in terms of legal framework and the specific challenges in the application of legal texts in the countries were highlighted during this presentation.
During this session, the countries in preparation presented their legal context in relation to the SWEDD project. The following elements emerge from the presentation of the four (4) countries:
Congo: the Government promulgated the Moeubara Law on May 4, 2022 to combat GBV. This Law was registered in the Official Journal of the Republic on May 19, 2022. The implementing decree currently being developed.
Gambia: the 'Domestic Violence Act' is adopted by the country. This domestic violence law aims to combat domestic violence and thus provides protection to victims of domestic violence, especially women and children. Another provision made in favor of women concerns maternity leave. In The Gambia, women now have 6 months of paid maternity leave.
Gabon: the Gabonese Government has implemented an “equal opportunities” program since 2016 which offers women, in particular, specific support policies in the areas of health, education, professional training and even microcredits. A green line also exists in the country to fight against GBV.
Togo: Togo has strengthened repressive measures against violence against women through the adoption of Law No. 2015-010 of November 24, 2015 on the new penal code which takes into account violence and discrimination against women and girls. As part of the SWEDD project, the Country Legal Team is also being established.
Senegal: Senegal is committed to promoting true empowerment and real equality for women. The country has enacted legal and political reforms on parity, employment and other legal provisions in favor of women. At the institutional level too, there are bodies responsible for gender issues.

Doumdé Didier, CEFA-PSD Monitoring/Evaluation program manager

5. Fifth highlight
After the exchanges between countries on the diagnosis of legal frameworks, it is the turn of Ms. Hermine Kembo Takam Gatsing, member of the African committee of experts on the rights and well-being of the child and Special Rapporteur of the Union African Commission on Child Marriage and Other Harmful Practices to communicate on African mechanisms for the protection of human rights and harmful traditional practices. In her presentation, the speaker defined harmful practices as habits anchored in the habits and customs of people which are harmful to certain segments of society but which are considered part of the identity of said society. The causes come from the vision of society anchored in gender inequality, the difference in social roles between men and women. She particularly focused on harmful traditional practices that harm the physical integrity and human rights of women and children. To combat these harmful practices, the African Union has adopted Standards (African Charter on Human and Peoples' Rights, Maputo Protocol); Strategies (Agendas 2040, 2063, AU strategy for gender equality and women's empowerment); Institutions (African Commission on Human and Peoples' Rights, African Court on Human and Peoples' Rights, African Committee of Experts on the Rights and Welfare of the Child).

6. Sixth highlight
Last activity of the first day, this slot was reserved exclusively for the assessment of the achievementEJPs. In turn, the countries presented the activities carried out in 2022 as well as those planned for 2023. The difficulties which punctuated the execution of the activities were also highlighted by the country rapporteurs.

* Second day activities

7. Seventh highlight
The activities of the second day started with a panel moderated by the Acting Director of the Regional Technical Secretariat of the SWEDD Project, Dr Edwige Domingo ADEKAMBI. This panel brought together representatives of the delegations of Burkina Faso, Chad and Cameroon. The discussions focused on collaboration between legal teams, civil society organizations and young people. Specifically discussed was the need to consult civil society organizations and young people when drafting bills. The three countries shared with the participants their respective experiences in terms of collaboration withcivil society organizations and all have recognized the importance of raising awareness of the roles that this corporation plays within society.

8. Eighth highlight
This part of the day was devoted to work carried out on each participant's table and concerned the sustainability of the Legal Teams. Three (03) topics were discussed on the tables:1- choice of institutional anchoring in the countries; 2- missions of the legal platform; 3- formalization of EJPs. Regarding these three (03) subjects, the countries made proposals and choices to ensure the sustainability of EJ at the country level.

Table discussions between Guinea and Niger

9. Ninth highlight
This highlight concerned the information on the indicator for the legal component of the SWEDD Project IODP indicator.This session was led by the STR/SWEDD Monitoring and Evaluation Specialist, Mr.Mohamed Ahmed ABD and his colleague from the World Bank. This communication noted that the indicator IODP6 (Number of national and regional legal frameworks in favor of the enrollment and retention of girls in school, the reproductive health of adolescents, and the abandonment of GBV and harmful practices ) showed its limits due to the difficulties encountered with its intelligence. The presenter affirmed that phase 3 of the SWEDD which is being prepared is an opportunity to discuss the choice of indicators to arrive at a clear, precise and consensual list of indicators. A reformulation of the indicator was proposed to the audience as follows: “Number of countries with an operational legal team working in favor of the enrollment and retention of girls in school, the reproductive health of adolescents , the abandonment of GBV and harmful practices and the economic empowerment of women”. To conclude his communication, Mr. Mohamed Ahmed ABD left open the debate concerning the new indicator to be used for this SWEDD legal aspect.

10. Tenth highlight
The last activity of the second day was devoted to a workshop for exchanges between countries on the drafting and/or adoption of draft laws/decrees/regulations or circulars. Promising practices were shared around country experience. Thus four (04) groups were formed around safe experiences:
* The circular letter from Cameroon allowing you to continue your studies even while pregnant: Cameroon presented its experience in revising the circular governing the management of pregnancies in schools.Before 2020, any pregnant girl was systematically suspended from classes, leading to school dropout in 70% of cases (according to a study over the 2017-2020 period). The new circular allows the girl to continue classes until the 26th week and to be supported by social services.
* The SR law in Benin:Benin shared its experience on the SR law and informed that the rereading of this law was done from the angle of the question of abortion. Despite some opposition, the Government recognized the importance of saving lives (cases of material, educational, moral and professional distress) and proceeded to adopt this law.
* Procedure for adopting the RH law in Ivory Coast: Côte d'Ivoire shared its experience on the procedure for adopting the current RH law, recalling that it is a participatory initiative led by the Ministry of Public Health which involved CSOs. The bill is currently in the adoption process at the level of the National Assembly.The difficulties encountered mainly come from religious people. Negotiations are necessary to make them join.
* The GBV law with Mauritania: Mauritania explained that it had ratified most of the sub-regional texts. She developed a draft law on GBV by a consultant with the support of a technical committee, validated in a workshop and put into circulation with a view to its adoption by the National Assembly.

* Third day activities

11. Eleventh highlight
The first activity of the third day was a panel which gave countries the opportunity to share their experiences in disseminating laws in communities experiencing insecurity.Four (04) countries shared their experiences:
* Niger used social networks, particularly WhatsApp, to convey messages and offer avenues of appeal.in areas that are difficult to access. Collaboration-contact techniques with the population have also been put in place to create trust and encourage the involvement of populations for their safety.
* Mali also used social networks (WhatsApp, Facebook and Youtube), and audio mass media.visuals. Conferences at the University were also a means of interacting with young people on laws and standards little known to the general public.
* Cameroon shared its experience of disseminating the penal code translated into the local Boulou language. In this community, retrograde practices against girls and women have led to the popularization of provisions repressing them. Other translations into Fulfulde, Hausa and Kanuri are being considered.
* Senegal, represented by the Association of Women Lawyers (AFJ), which promotes and protects human rights as its credo, shared its experience of disseminating legal texts and combating GBV within communities. The AFJ's approach is to work more on the ground to make the law accessible to vulnerable people. This pragmatic momentum is achieved through investment in the training of paralegals.

View of the panel on the dissemination of legal texts
12. Twelfth downbeat
This time in the agenda was reserved for the workshop for exchanges between countries on the drafting of a collection of legal texts and dissemination techniques. Three (03) countries shared their experiences.
* Benin recalled the procedures for developing its compendium and indicated that it is still at the first version stage, submitted to a preliminary workshop. Currently, the document is awaiting validation by a national workshop. Dissemination will take place through regional workshops.
* Côte d'Ivoire informed that it already has a collection oftexts. This collection was developed with the active participation of AFJCI and CSOs. It is currently developing a simplified guide to procedures and referrals to courts. At the end of the development, this guide will be translated into six (06) local languages. Its popularization will be ensured by the AFJCI legal clinics.
* Chad, for his part, recalled the process of developing the collection carried out by a consultant. The document was validated during a national workshop. For its dissemination, a simplified manual will be developed in 2023.

* Fourth of the day activities

13. Thirteenth highlight
The last activity of the workshop was devoted to an overview of the Pan-African institutions present at the regional meeting (WAHO, ECOWAS, ECCAS). Each of the institutions made a brief communication to present the mandate of the organization, the actions undertaken for the empowerment of women as well as the prospects for action in terms of integration of the regional platform of lawyers from SWEDD countries.
4. LESSONS LEARNED AND MAIN RESULTS RELATING TO THE SHARING OF LESSONS ON THE KEY THEMES OF THE WORKSHOP
Sharing of lessons on the key topics of the workshop was done through several communications. These various presentations, testimonies and sharing of experiences made it possible on the one hand to shed light on the activities of the countries and on the other hand to draw lessons for future actions.

* Diagnosis of legal frameworks and identification of challenges relating to women's empowerment: we can remember from this session that the legal context of the countries preparing for the SWEDD is almost similar (ratification of international/regional texts, adoption of national texts in favor of the empowerment of women) with the former countries with some particularities but that certain legal provisions of new countries can inspire old ones. The case of Gambia, which has chosen for example to give six (06) months of maternity leave to women, may give rise to reflections at the level of other countries even if this provision is not unanimous. At the institutional level, the old countries can also, by comparison, look at what the countries in preparation are doing. Gabon, which is positioning itself for SWEDD, indicated that the country recently established a national center for the care of victims of gender-based violence.
We can consider aslesson learned during this session that the expansion capacity of the Project could be beneficial to harmonize certain legal provisions related to the empowerment of women within the SWEDD space. Asrecommendation, an exhaustive diagnosis of the legal frameworks of the countries in preparation is suggested.

* Overview of activities carried out by the Legal Teams in the countries: what we can remember from this session is the commitment and voluntarism of the Legal Teams to carry out the activities planned in the various national action plans despite the difficulties. We also note the difference in the level of implementation of activities depending on the context of each country. The discussions that followed on the formalization of the Legal Teams highlighted the countries' interest in the sustainability of this legal platform. The challenges of implementing activities were not lost sight of by participants who indicated that the procedures for obtaining Bank Notices of No Objection (NOA) would constitute the main difficulty.
At this level, the lesson learnedis the firm desire of countries to make Legal Teams prosper even beyond the SWEDD project. Asrecommendation, it is suggested to follow up in the countries for rapid formalization of all Legal Teams. The World Bank is also invited to relax the procedure for obtaining ANOs to facilitate the implementation of activities.

* Collaboration Experiences of Legal Teams with Civil Society Organizations:This session highlighted the important role that civil society organizations play. Countries favor broad collaboration with CSOs in the development of laws. The discussions concluded from the need to work with civil society which has to its credit, the outcome of several texts in favor of the empowerment of women. Asrecommendations,countries suggested: 1- Continue to consult societal organizations civil; 2- Involve young people in the process to advance the texts of laws to be developed or revised; 3- Carry out a risk assessment in advance in relation to resistance from civil society.

* Discussion workshop on countries that have successfully supported the drafting and/or adoption of draft laws/decrees/regulations or circulars:in addition to discussions on the content of the laws adopted as well as the reminder of the procedures for adopting these laws, the discussions converged on the fact that the difficulties relating to the adoption of certain laws affecting sexual health mainly come from religious leaders and community. We can therefore note aslesson learnedthat despite the commitment in recent years of community and religious leaders to the promotion of women's rights, there still exist pockets of resistance. Asrecommendations,the countries suggested: 1-Continue to raise awareness among religious people to obtain their support; 2-Share laws, decrees, circulars between country teams.

* Sharing of experiences of Legal Teams in the development of legal text collections and dissemination of laws in communities:It was affirmed and recognized by the countries during the discussions that one of the factors in the non-effectiveness of the application of the texts in the countries comes from the fact that these same laws are not known to the populations. To improve dissemination methods and techniques, countries shared their experiences. Promising practices include the use of: 1-Social media channels (WhatsApp and Youtube); 2-Audio-visual channels (TV, radios); 3-Translation of legal texts into local languages; 4- Flyer designs. In relation to this area, Côte d'Ivoire, which has already developed its collection of texts and is about to finalize its simplified guide to procedures and referral to courts, has received theCONGRATULATIONSworkshop participants who advocated asrecommendationthe development of a technical note for sharing experiences on dissemination techniques in Côte d'Ivoire.

5. WORKSHOP PARTICIPANTS

The workshop brought together 90 participants from delegations from 9 beneficiary countries of the SWEDD project, the 4 new countries in preparation as well as Pan-African organizations (See list of participants in the appendix). The delegations from the former countries were made up of focal points and members of the Legal Teams as well as Coordinators or representatives of the Project Management Units. The countries in preparation were represented by two (02) members of the multisectoral preparatory committee for the project in the country.

6. WORKSHOP RECOMMENDATIONS
The regional workshop sparked rich discussions and diversified which made it possible to envisage the future of the legal platform of the SWEDD countries with great serenity.
