REGIONAL MANAGEMENT:- LEADS THE STAKEHOLDER SELECTION COMMITTEE.- ENSURES THE ORGANIZATION OF CONSULTATION FRAMEWORKS.- COORDINATES THE MONITORING AND SUPERVISION OF PROGRAMME IMPLEMENTATION ACTIVITIES AND ACTORS. – ENSURES MONITORING AND QUALITY CONTROL THROUGH THE DATA COLLECTION PLATFORM THE DEPARTMENTAL DIRECTORATE:- SUPPORTS THE SELECTION OF ACTORS.- ENSURES THE ORGANIZATION OF CONSULTATION FRAMEWORKS.- PROVIDES QUARTERLY MONITORING AND SUPERVISION OF FIELD ACTIVITIES IN COLLABORATION WITH OTHER RELEVANT ACTORS.

Its main role is to technically and qualitatively support the training of mentors and Facoms in health and reproduction, including family planning.
The Regional Directorate in charge of Public Health participates in the selection committee of actors, takes part in the organization of consultation frameworks and the monitoring and supervision of activities and actors on the ground.
Integrated Health Centres (IHCs) support mentors in facilitating sessions on the SR/module and welcome adolescent girls for care and services.

THROUGH THE GENERAL DIRECTORATE OF LITERACY AND NON-FORMAL EDUCATION (DGAENF) DEVELOPS AND MAKES AVAILABLE TO SAFE SPACES DOCUMENTS RELATED TO THE COUNTRY'S NON-FORMAL EDUCATION PROGRAM FOR THE ADOLESCENT LITERACY COMPONENT AND PARTICIPATES IN THE PROGRAM IMPLEMENTATION PROCESS.

THE REGIONAL DIRECTORATES IN CHARGE OF LITERACY ENSURE, IN COLLABORATION WITH THE OTHER STRUCTURES CONCERNED, THE SELECTION, RECRUITMENT AND TRAINING OF LITERACY FACILITATORS IN THE DIFFERENT INTERVENTION AREAS. REGIONAL LITERACY DIRECTORATES ARE FULLY INVOLVED IN MONITORING AND SUPERVISING FIELD ACTIVITIES.THEY MAKE AVAILABLE TO SAFE SPACES THE CONTINUING EDUCATION HOMES AVAILABLE IN THE LOCALITIES THAT HAVE THEM FOR THE TRAINING OF ADOLESCENT GIRLS.

THE LITERACY AND NON-FORMAL EDUCATION INSPECTORATES ARE FULLY INVOLVED IN SUPERVISING THE IMPLEMENTATION OF THE PROGRAMME.THEY MONITOR LITERACY TRAINING ACTIVITIES AND ASSESS LEARNERS' ACHIEVEMENTS.THEY PROPOSE THE ORIENTATION OF LEARNERS AT THE END OF THE CYCLE ON THE BASIS OF THE RESULTS OF THE EVALUATION TOWARDS THE FORMAL EDUCATION SYSTEM (RETURN OF GIRLS TO SCHOOL).

THE MINISTRY IN CHARGE OF VOCATIONAL AND TECHNICAL EDUCATION IS RESPONSIBLE FOR EQUIPPING OUT-OF-SCHOOL AND SCHOOL DROP-OUTS YOUNG GIRLS, MARRIED AND UNMARRIED, WITH TECHNICAL SKILLS THAT WILL ENABLE THEM TO INTEGRATE INTO SOCIO-ECONOMIC LIFE. IT IS IN THIS SENSE THAT AN ECONOMIC EMPOWERMENT COMPONENT HAS BEEN DEVELOPED.

THE MEPT PROVIDES IMPLEMENTING NGOS WITH LEARNING FRAMEWORKS (SAFE SPACES) WITHIN CFMS AND OTHER STRUCTURES. MEPT PARTICIPATES IN THE PROGRAM IMPLEMENTATION PROCESS.THE REGIONAL MANAGEMENT PARTICIPATES IN THE STAKEHOLDER SELECTION COMMITTEE, TAKES PART IN THE ORGANIZATION OF CONSULTATION FRAMEWORKS AND ALSO IN THE QUARTERLY MONITORING AND SUPERVISION OF ACTIVITIES AND ACTORS IN THE FIELD.

MAYORS HAVE AN IMPORTANT AND INDISPENSABLE ROLE IN THE PROCESS OF IMPLEMENTING THIS PROGRAM AND ARE ALSO MAJOR ACTORS. TO THIS END, THEY PARTICIPATE NOT ONLY IN THE PROCESS OF IDENTIFYING SAFE SPACES, RECRUITING ADOLESCENT GIRLS AND ENSURING THE PROVISION OF SAFE AND SUITABLE PLACES TO SHELTER SAFE SPACES FOR THE PROGRAM.THEY CONTRIBUTE TO THE INCLUSION OF THE PROGRAM IN THE COMMUNITY DEVELOPMENT PLANS (CDP).

— THE TRADITIONAL LEADERS;

IMPLEMENTING PARTNER NGOS ARE RESPONSIBLE FOR MANAGING THE IMPLEMENTATION STAFF AND ALSO PARTICIPATE IN THE TRAINING OF THE LATTER WITH THE TECHNICAL SUPPORT OF THE REGIONAL TRAINERS. NGOS ARE RESPONSIBLE FOR THE OPERATIONAL IMPLEMENTATION OF ACTIVITIES AND ORGANIZE MONITORING /SUPERVISION AT THEIR LEVEL. NGOS ARE RESPONSIBLE FOR COLLECTING DATA VIA QUARTERLY REPORTING TABLETS OF ALL ACTIVITIES THAT THEY MUST TRANSMIT TO THE MPF/PE THROUGH THE DRPF/IP AND TO UNFPA.
IMPLEMENTING NGOS

FEW ACHIEVEMENTS:

IN TERMS OF SAFE SPACES
Approximately 2,363 safe spaces set up and 223,983 have enhanced skills on reproductive health, lifeskills, gender and human rights and financial and functional literacy skills,
More than 1,050 adolescent girls returned to school;
Approximately 2,495 early and forced marriages postponed or cancelled;

WITH REGARD TO GIRLS AND WOMEN EMPOWERMENT
10,517 girls and women trained in the various sectors: styling and modelling, motorcycle mechanics, buildings, carpentry, pastry, etc. with the provision of installation kits;
Professional internships for 3,142 girls and women trained in the private sector;
Creation of several economic interest groups for the benefit of girls and women;
Provision of 45/265 communes in multifunctional platforms (husking machines, oil press, rolling mill for pastry, grain mill) to alleviate household tasks for women who are direct beneficiaries.

no leader, no hierarchy, everyone is equal.

The traditional leader, supported by a supervisor accompanied by UNFPA, supervises the members of EdM.
A digital app is available to track all EdMs. Parallel to each EdM, a club of future husbands is set up, composed of young people aged 14 to 24.)

2018: All these registers and forms were filled in on paper, just like the EdM monitoring we encountered a lot of difficulty for the availability of quality data in a timely manner (incorrectly filled in registers full of errors, transmission of random and incomplete data, frequency not respected, rapid deterioration of the monitoring books, etc.).
